The 4-foot rule

In Springfield and most Missouri jurisdictions, a retaining wall over 4 feet tall (measured from the bottom of the footing) needs an engineered design and a permit. That's not red tape for its own sake: past 4 feet, the soil pushing on the wall grows fast, and a stacked-block wall that was fine at 3 feet becomes a slow-motion collapse at 5. If your slope needs more than 4 feet of retention, plan for engineering, or terrace it as two shorter walls, which often costs less and looks better.

Why walls fail here (it's water, not weight)

Almost every leaning wall in the Ozarks was pushed over by saturated soil, not by the dirt's dry weight. Our clay holds water against the back of a wall, and without gravel backfill, drain pipe, and weep outlets, hydrostatic pressure wins eventually. The invisible parts (excavated base, compacted footing, drainage behind the face) are most of the cost of a wall that lasts, which is why the cheapest bid so often becomes a rebuild quote later.
